Licences and registrations
| What | Do you need it? | Cost | Where |
|---|---|---|---|
| BIS registration for hallmarked jewellery | Yes, if you sell hallmarked gold jewellery. Turnover up to ₹40 lakh is outside mandatory hallmarking, but you can register by choice | No fee. Registration is granted instantly and is valid for life | National Single Window System, directly or through manakonline.in |
| GST registration | Yes if you ship to any other state; otherwise only above ₹40 lakh turnover (₹20 lakh or ₹10 lakh in some states) | No fee is stated in the notifications read | GST common portal (gst.gov.in) |
BIS registration for hallmarked jewellery. BIS says any manufacturer, wholesaler, distributor or retailer selling hallmarked gold or silver articles must register. The Hallmarking Order applies only in notified districts: 380 after the sixth phase, which took effect on 2 March 2026.
GST registration. Section 24(i) of the CGST Act makes registration compulsory for anyone making inter-State taxable supplies, whatever the turnover. Notification 10/2019-CT exempts goods-only sellers up to ₹40 lakh, but that exemption excludes section 24 cases and intra-state sellers in Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Puducherry, Sikkim, Telangana, Tripura and Uttarakhand.
GST rate and HSN code
HSN 7113: Articles of jewellery and parts thereof, of precious metal or of metal clad with precious metal. GST rate: 3% (Notification 9/2025-CT(R), Schedule IV, S.No. 10).
Schedule IV of Notification 9/2025-CT(R) carries 1.5% CGST, so the total is 3%. S.No. 10 covers "7113 Articles of jewellery and parts thereof, of precious metal or of metal clad with precious metal". The 56th GST Council change lists do not include it. It was 3% before the September 2025 changes too.
Neighbouring entries in the same schedule are also 3%. They include 7108 gold, unwrought or semi-manufactured (S.No. 5), and 7114 goldsmiths' wares (S.No. 11). Plated base-metal jewellery is 7117 imitation jewellery (S.No. 14).
Worked example: one sale at ₹45,000
| Price the buyer pays (GST included) | ₹45,000 |
| Taxable value | ₹43,689.32 |
| Buyer in your state: CGST + SGST | ₹655.34 + ₹655.34 |
| Buyer in another state: IGST | ₹1,310.68 |
What the label and product page must show
- Each hallmarked piece carries three marks: the BIS logo, the purity in carat, and a 6-digit HUID.
- Mandatory hallmarking covers 14, 18, 20, 22, 23 and 24 carat gold. 9 carat is in the standard but voluntary.
- Exempt from hallmarking: articles under 2 g, and Kundan, Polki and Jadau jewellery.
- Invoice: printing the HUID is voluntary for now, according to BIS.
- Product page: state carat and weight as they are on the piece. E-Commerce Rule 7(2) bars misrepresenting quality.
- Product page: return, refund, exchange, delivery and payment terms, and the total price as one figure (Consumer Protection (E-Commerce) Rules 2020, rule 7(1)).
- Website: your legal name, address, customer care contact and a grievance officer who acknowledges complaints within 48 hours and resolves them within one month (E-Commerce Rules, rules 4(2), 4(4), 4(5)).
Packing, shipping and listing
A ₹45,000 chain at 3% GST has a taxable value of ₹43,689.32 and tax of ₹1,310.68.
Customers can check any HUID with the Verify HUID feature in the BIS CARE app. BIS says a buyer who finds a purity shortfall on retesting can be paid twice the shortfall plus testing charges. Under the BIS Act, 2016, hallmark violations can lead to up to one year in prison and a fine of up to five times the value of the goods.
Shipping is the practical problem. Shiprocket lists "precious stones, gems and jewelry" as restricted. Shiprocket Secure excludes jewellery made of gold or silver from cover. Arrange insured shipping for gold before you take orders.
Mistakes to avoid
- Buying unhallmarked pieces from a karigar and listing them as is. In a notified district, a registered jeweller must sell hallmarked stock.
- Assuming hallmarking applies everywhere, or nowhere. It depends on whether your district is notified, and the list has grown in phases.
- Treating the 2 g exemption as "light jewellery". It covers articles under two grams only.
- Shipping gold through an aggregator plan whose insurance excludes it. Shiprocket Secure does.
- Billing gold-plated silver as 7117. Metal clad with precious metal is 7113.

Questions sellers ask
Is hallmarking mandatory for selling gold jewellery online?
It is mandatory in the districts notified under the Hallmarking Order, 380 after the sixth phase in March 2026. Jewellers with turnover up to ₹40 lakh are outside it. Any retailer selling hallmarked jewellery must register with BIS, which is free.
What is the GST rate on gold jewellery?
3%. HSN 7113 is at Schedule IV, S.No. 10 of Notification 9/2025-CT(R). That is 1.5% CGST plus 1.5% SGST, or 3% IGST on an inter-state sale.
How can a customer check the HUID on gold jewellery?
Enter the 6-digit HUID in the Verify HUID feature of the BIS CARE app. The HUID is one of three marks on hallmarked jewellery, alongside the BIS logo and purity.
